This is a meme that happened on Destiny's stream when he didn't understand a fight scene in the movie Dune. The phrase "the slow blade penetrates the shield" meant that you have to move the sword slowly to get past the forcefield shield that the practice partner was wearing.[1]

It should be noted that this is particularly humorous due to the fact that the movie is extremely heavy handed in reminding the audience of how shield technology works, it goes so far as to give you several explanations and scenes where the entire focus was the shield technology.
