In the film's universe, the phrase "the slow blade penetrates the shield" conveyed that characters must move a sword slowly to get past the forcefield shields worn for protection.[1]
It should be noted that this is particularly humorous due to the fact that the movie is extremely heavy handed in reminding the audience of how shield technology works. It goes so far as to provide several explanations and scenes in which the entire focus was this shield technology.
It is also important to note that it is factually true that slowly pushing a blade into a shield can penetrate a shield—given the blade is sharp enough. A key example is slowly pushing a knife through an aluminum can.
