The {{!}} is used to escape some limitations of wiki markup, primarily using templates within tables. A common issue is that tables and templates are interpreted at different levels, and thus you might need to use {{!}} in order to escape limitations caused by this.

This template accomplishes that by placing the bar when the templates are being interpreted, instead of when the tables are being interpreted. See The source page, Wikipedia:Template:! for more information on how this template works or how it's used.
