Penjamin City and Blinkerton are satirical phrases that were used by Destiny in 2022 to refer to one being under the influence of cannabis (hence the blend word name of Penjamin city, in reference to a Vape pen. 
and Benjamin Franklin ) and was used liberally by Destiny much to the annoyance of many chatters.
The phrase was popularized by the legendary YouTuber Fulcrum aka Damian Luck.
