'Probability'-based
While the rare emote variants are thought of as having a programmed random occurrence, (e.g. random number chance) 
they are actually set to only happen at certain times—usually in the hundreds of miliseconds, or seconds for the rarer emotes. This serves to reduce the chances of multiple chatters from getting them at the same time.
